Glasgow factory firm lands fine of £400,000

The Stockline Plastics operators in Glasgow, ICL Plastics and ICL Tech, have been fined £400,000, for the explosion which ripped through the firm’s Glasgow plant.

Nine were killed in the incident, which happened on 11 May 2004. It happened as gas from a corroded pipe installed in 1969 ignited in the cellar of the factory.

The company lawyer read a statement by the factory firm, however, when asked a question, claimed she had ‘no further comments’.

The director of the H&SE in Scotland said lessons were to be learnt from this incident.

Pentagon’s Quadrennial Defense Review released

The Pentagon released its findings from its Quadrennial Defense Review today. This review focuses mainly on defining and identifying weak points in United States defenses, and prescriptions for improvements in those areas.

This review, known as the Quadrennial Defense Review because Congress requires it every four years, does not alter the Pentagon’s approach in Iraq. It also leaves intact the Defense Department’s broader strategy for keeping the U.S. military big enough to fight other major conflicts.

The plan proposes a 4.8% boost to the Department of Defense budget, eliminates no major weapons programs and includes an 8 percent overall increase for weapons (to US$84 billion) for the budget year starting Sept. 30. This review excludes the Energy Department’s nuclear weapons programs.

Overall, there was an emphasis on finding ways to adopt a more indirect approach to the war on terror; a shifted emphasis from performing tasks to enabling other countries to perform. Some of the specific proposals include:

  • Expansion of special operations forces by 15%; the Army’s Green Berets and the Navy SEAL commandos, for example, who are trained in specialized warfare skills that are often utilized covertly in cooperation with the armed forces of small countries.
Relevant to this expansion, the Marines are establishing a special operations force for the first time, with an initial goal of preparing 2,600 Marines.
  • An increase by 3,700 (or about one-third) of psychological warfare and civil affairs units. These are in heavy demand in Iraq and Afghanistan because of their role working with local civilian authorities to build trust and influence perceptions of U.S. forces.
  • Building new partnerships in the “War on Terror” by increasing time spent training other armies, navies and air forces, particularly in places, where U.S. troops have not traditionally operated. This in turn, will call for an increased mastery of other languages and better knowledge of foreign cultures.
  • More officers serving stints in foreign militaries to better develop long-term relationships and regional expertise.
  • The creation by the Navy, of a force of small boats that can be utilized in inland waterways abroad to help countries build their own maritime forces to combat terrorists.

Other highlights include:

  • A proposed 10 percent reduction in the fleet of Minuteman III land-based nuclear missiles, from 500 to 450 missiles. Also, the conversion of some nuclear missiles on Trident submarines to non-nuclear missiles within two years. The Pentagon did not specifically state how many are to be converted.
  • A five-year, $1.5 billion program to develop medical countermeasures for bioterrorism threats.

Parents prosecuted after homeopathic treatment leads to daughter’s death

Thomas Sam, 42, and his wife Manju Sam, 36, from Sydney, Australia, are undergoing trial for manslaughter by gross negligence for the death of their nine-month-old child, Gloria. She died from infection caused by severe eczema after they shunned effective conventional medical treatments for homeopathy, a form of alternative medicine that has been described as pseudoscience. Articles in peer-reviewed academic journals including Social Science & Medicine have characterized homeopathy as a form of quackery.

Gloria developed severe eczema at the age of four months and the parents were advised to send the child to a skin specialist. Thomas Sam, a practising homeopath, instead decided to treat his daughter himself. His daughter’s condition deteriorated, to the point that the baby spent all her energy battling the infections caused by the constant breaking of the skin, leading to severe malnutrition and, eventually, her death. By the end, Gloria’s eczema was so severe that her skin broke every time her parents changed her clothes or nappy, and in the words of the Crown prosecutor, Mark Tedeschi, QC, “Gloria spent a lot of the last five months of her life crying, irritable, scratching and the only thing that gave her solace was to suck on her mother’s breast.” Gloria also became unable to move her legs.

Mr. Tedeschi also told the court that, over the last five months of her life, “Gloria’s eczema played a devastating role in her overall health and it is asserted by the Crown that both her parents knew this and discussed it with each other.” However, despite their child’s severe illness, and her lack of improvement, the Sams continued to shun conventional medical treatment, instead seeking help from other homeopaths and naturopaths. Gloria temporarily improved during the rare times they used conventional treatments, but they soon dropped them in favour of homeopathy, and she consistently worsened.

Allegedly, Thomas’ sister pleaded with him to send Gloria to a conventional medical doctor, but he replied “I am not able to do that”. The parents are also accused of putting their social life ahead of their child, taking her on a trip to India and leaving her to servants while embarking on a busy social schedule, and giving her homeopathic drops instead of using the prescription creams they had been given.

Gloria was finally taken to the emergency department shortly before her death. By this time, “her skin was weeping, her body malnourished and her corneas melting”, according to the Sydney Morning Herald.

Speaking in the parents’ defense, Tom Molomby, SC, said that, as the parents came from India, where homeopathy is in common use, they should be declared not guilty due to cultural differences.

Homeopathy is a form of alternative medicine which treats patients with massively diluted forms of substances that, if given to a healthy person undiluted, would cause symptoms similar to the disease. Typical treatments take the dilutions, with ritualised shaking between each step of the dilution, past the level where any molecules of the original substance are likely to remain; for homeopathic treatments to work, basic well-understood concepts in chemistry and physics would have to be wrong. There is no evidence that homeopathy is more effective than placebo for any condition.

Somali pirates hijack Indonesian tugboat and Turkish container ship

Two more vessels have been hijacked in Somalia. Pirates have captured an Indonesian tugboat with a barge that was working for French oil firm Total and a Turkish container ship.

The Turkish vessel’s seizure was confirmed by a US Fifth Fleet spokesman. MV Bosphorus Prodigy is a 330 ft (100 m) container vessel flagged in Antigua and Barbuda. It is owned and operated by Isko Marine Company based in Istanbul.

The Fifth Fleet could not confirm the tugboat’s seizure, but an anonymous official with Total in Yemen could. He explained the boat and barge were headed to Malaysia from the Yemeni port of Mukalla. He said the crew consisted of both Indonesians and other nationalities, and that the vessels, which had been hired by a subcontractor, were not carrying any oil at the time.

The new hijackings came as the United Nations Office on Drugs and Crime asked for greater policing in the area by international bodies, and for the signing of agreements that allowed the arresting officer to take pirates back to the officer’s country for prosecution.

“Pirates cannot be keelhauled or forced to walk the plank, nor should they be dumped off the Somali coast,” said the office’s head Antonio Maria Costa. “They need to be brought to justice”.

Unreported tainted milk incident publicised in China

The health department in Guizhou province, China has ordered three batches of milk products to be removed from sale after the discovery they contain melamine. In 2008 six children were killed by milk contaminated with the chemical and 300,000 fell ill.

The department has suspended all sales from the three companies involved. Last November, two men were executed for their roles in selling milk tainted with the chemical, which was largely distributed by Samlu Corp, a company that has since been liquidised. The executed convicts mixed up batches totalling hundreds of tonnes of melamine-tainted milk, and were among 21 people successfuly prosecuted over the contamination. Chinese dairy products were withdrawn around the world.

The latest finds have gone unreported for nearly a year before a provincial news service reported on the tainted products from Shandong Zibo Lusaier Dairy Co., Liaoning Tieling Wuzhou Food Co. and Laoting Kaida Refrigeration Plant. This was then picked up today by China Daily, meaning it has only now come to the world’s attention. No specifics are available other than that popsicles are involved.

Early 2009 would place the discoveries and recalls shortly after the government anounced a crackdown on malpractice in the dairy industry. Recently, two other reports have emerged of tainted milk being discovered elsewhere in China, including Shanghai.

It is uncertain why this is only now becoming public knowledge, althought the Shanghai case was said to be complicated by crossing provincial borders. There, reports emerged on New Year’s Eve although the actual news dated back to April.

After the 2008 milk scandal new food safety legislation was passed. These new laws made room for more vigourous testing and stronger recall arrangements. The government made it clear that coverups were intolerable. At the time, 22 companies were indentified as being involved in melamine-contamination in milk.

Two dairies recently named in state media as behind more recent incidents were on that original list, including Laoting Kaida and Shanghai Panda Dairy Co. Media reports suggest that the newer problem may have been that milk containing melimine that was never destroyed from the original discovery was then repackaged.

The companies involved have stated that they bought in raw milk without realising it contained the poisonous chemical. China Daily quoted an official as saying the same thing. It also stated an ex-dairy industry official had said that it was probable that further milk containing illegally high levels of the substance remained available to the Chinese consumer.

News organisations have tried contacting the companies involved and authorities in Guizhou province but with little success. This trend was bucked by the Agence France-Presse, who reached Guizhou’s health department, only to be told the reports were not correct.

Melamine has a high nitrogen content which can make watered-down milk seem to contain extra protein. It is intended for use in manufacturing industries, in products such as concrete, plastic and fertiliser. Large quantities can cause kidney stones and kidney failure.

Australian Minister for Vocational Education and Training, Gary Hardgrave has announced the government will provide AU$15.8 million to establish an Australian Technical College in North Adelaide. The minister said the government was entering into a partnership with the Archdiocese of Adelaide and consortium of industrial and manufacturing companies.

The North Adelaide college will be located in Elizabeth and be operated as an independent non-government school. The college is one of 25 to be established across the country.

Enrolments at the college will begin in 2007 and will offer courses in areas where identified skills shortages exist in the North Adelaide region, specifically – engineering, construction, electronics and cooking.

Mr Hardgrave said that the proposed college had been popular among the North Adelaide business community. “This important initiative has been well received by North Adelaide business and industry, and will help to address skills needs and provide opportunities for those in greatest need, including a lot of Indigenous students in the region,” Mr Hardgrave said.

“The fact that this College is being led by local employers, local government and other key stakeholders, means it will be truly industry and community driven,” he said.

Australian Technical Colleges were established to cater for year 11 and 12 students who wish to do an apprenticeship as part of their school education.

The Australian Education Union has expressed a number of concerns about the model put forward by the government. In a report, they claim that trade facilities at TAFE colleges (operated by state governments) will deteriorate as funding is diverted to the ATCs. The union is also concerned that ATCs are supposed to be selective VET schools. According to the union they will have selective entry and preferential funding. It is feared that teachers will be lured away from schools and TAFE colleges to higher paid positions in ATCs.

The Education Union suggested that the government invest in schools that already offer vocational education programs.

Licorice

You probably think of licorice as a black, chewy candy, but it is also an important herb used to treat inflammation and bronchial congestion. Licorice is derived from the roots and underground stem of a European plant and is available in capsules, powders, lozenges, and extracts. A few natural weight-loss supplements use it as an ingredient in tiny quantities.

The active compound in licorice responsible for its therapeutic benefits is glycyrrhizin, which gives the herb its sweetness. Licorice also contains an anti-oxidant that may help prevent hardening of the arteries (technically known as atherosclerosis). There are no weight-loss benefits linked to licorice or to glycyrrhizin, however.

Supplementing with high or long-term doses of licorice extracts containing glycyrrhizin is dangerous because it may aggravate heart or kidney problems. Natural weight-loss supplements with licorice contain only traces of the extract, however. A modified form of licorice called DGL is considered safer.

Milk Thistle

Derived from a weed like plant grown in the Mediterranean area, this herb has been used as liver protectant since ancient times.

For more than 60 years, hundreds of studies have confirmed milk thistle’s benefit on liver health. Most supplements contain standardized extracts of the herb’s active ingredient, silymarin, and are used to treat cirrhosis, hepatitis, and other liver diseases, particularly in Europe. Where weight loss is concerned, milk thistle is thought to be an herbal lipotropic that helps remove fatty substances from the liver.

Supplementing with milk thistle and products containing it appears to be safe.

Mustard Seed

The seed of the mustard plant is ground into a powder and often is found as an ingredient in natural weight-loss supplements. It is high in the mineral magnesium.

Though it is a common ingredient in weight-loss products, mustard seed powder has no proven role in weight control.

Mustard seed powder is considered safe.

Parsley

You know it best as a garnish on your dinner plate, but parsley has a reputation as a healer dating back to ancient times. And no wonder. It is very nutritious, rich in vitamin A, folic acid, iron, and other minerals.

Therapeutically, parsley can decrease blood pressure and aid indigestion. It is a proven natural diuretic and thus may produce a slight loss of water weight.

Parsley is considered very safe.

Passion Flower

Passion flower is a perennial vine that grows in the eastern United States and is available as an herbal remedy.

The herb exerts a sedative action, and has been found to relieve anxiety and reduce high blood pressure. At least one natural weight-loss supplement on the market lists passion flower as an ingredient, but there is no proof that it has any effect on weight loss. However, passion flower may help curb stress-related eating binges.

Passion flower appears to be safe, and the German Commission E has officially approved it for nervous anxiety.

Plaintain

Plantain is a leafy plant approved by The German Commission E for treating sore throat, inflammation of the mucous membranes of the mouth and throat, and skin inflammation. The herb acts mainly as an astringent and an antibacterial.

An Italian study has confirmed a weight-loss effect with plantain. Women who were severely obese (at least 60 percent over their recommended weight) supplemented with 3 grams of plantain in water half an hour prior to meals. The plantain-supplemented group lost more weight than a control group who simply cut calories. Supposedly, plantain reduces the absorption of fats and makes you feel full which would explain its weight-loss benefit.

In 1977, the FDA issued a warning to consumers that they should stop using dietary supplements with plantain because the products may contain a toxic, digitalis-like substance. Digitalis is the active ingredient in some prescription heart medicines and a powerful heart stimulant. Digitalis can cause nausea, vomiting, dizziness, headache, low blood pressure, and abnormal heart rate and rhythm, including cardiac arrest.

Reportedly, the substance was detected in samples of raw material labeled as plantain and used in herbal laxatives and tea. The FDA swung into action after receiving a report of a life-threatening heart abnormality in a young woman who had supplemented with a product containing plantain. The news on plantain makes it potentially deadly and not to be fooled with if you’re trying to lose weight.

US Defense Secretary evaluates Iraq and the political climate

U.S. Defence Secretary Robert Gates warned that limiting funding for the United States efforts in Iraq could lead to more bloodshed in the Middle Eastern country. In an interview with radio talk show host Laura Ingraham, he said it might even lead to ethnic cleansing in Bahgdad and elsewhere in Iraq.

Gates’ comment followed a proposal from Senate Majority Leader Harry Reid to end most spending on the Iraq war in 2008, limiting it to targeted operations against al Qaeda, training for Iraqi troops and U.S. force protection.

Sec. Gates also said that the duration of the troop increase is not clear and that evaluating whether the Administration’s new strategy was working will have to wait till mid-summer. The Army general charged with day-to-day operations has suggested that the increased deployment may extend to early next year.
