Condominiums and apartments at former mental hospital burn to the ground

The former State Lunatic Hospital at Danvers better known as Danvers State Hospital in Danvers, Massachusetts suffered a major fire last night that could be seen for miles and led to temporary shut down of US Route 1 and Interstate 95 in the area.

The infamous American former mental hospital has been closed since 1992 is the site of a new condominium and apartment buliding complex being developed by Avalon Bay Communities. Four apartment units and four utilities bulidings went in up in smoke in the four-alarm fire. The units were not occupied, however, two were nearing completion which is a major financial setback for Avalon Bay. The fire did not spread to the famous Kirkbride building though, which is being renovated into apartments, aside from a cupola due to radiant heat.

Calls started coming just before 2:00 am EDT Saturday morning to report a fire on the hospital’s grounds which before the development sat unused, decaying and abandoned and became a popular target for ghost-hunters, vandals and urban explorers and also served as the focus of the 2001 thriller/horror film, Session 9 which brought renewed attention to infamous hospital which led to increased security at the site over the years. Reports of explosions before the fire started were noted by neighbors and residents.

About 20 residents on the other side of the 77-acre property were evacuated to Danvers High School as a precaution, they are expected to return later today. Their homes were not harmed by the fire, nor were any injuries reported from them. However, about seven firefighters suffered some minor burns from battling the fire, which took seven hours to bring under control. Firefighters will remain on the scene to make sure no hot spots flare up as the fire is still smoldering.

The cause of the fire is not yet known.

Clinical signs a ‘reliable measure’ of HIV treatment progress

Researchers have found that, in terms of survival, assessing the status of a HIV/AIDS patient by clinical examination is almost as reliable as laboratory blood testing during their course of treatment.

Poor access to laboratory tests should therefore not be a barrier to rolling out antiretroviral (ARV) drug programmes for HIV in developing countries, they say.

The findings were published in The Lancet recently.

Patients on first-line ARVs in the developed world are monitored regularly for the amount of HIV circulating in their blood. When this falls below a certain level, treatment switches to second-line ARVs.

But because of limited access to laboratory tests, the WHO recommends that people in the developing world are monitored for clinical signs of HIV progression, such as bacterial infection in the mouth and certain types of cancer.

Monitoring of CD4 cell levels — an indicator of the health of a patient’s immune system — is also used when laboratory testing is available. Until now, little was known about the effectiveness of this strategy.

The researchers used a computer model to simulate the course of HIV infection and estimate the impact on survival of monitoring by viral load, CD4 count or clinical observation.

The model was initially developed for wealthy countries, but was adapted for lower-income countries by taking into account factors such as interruptions in drug supply.

It predicts that after five years, 83 per cent of patients monitored by viral load, 82 per cent of patients monitored by CD4 cell count, and 82 per cent of patients monitored by clinical examination alone, would have survived. This decreases to 67, 64 and 64 per cent, respectively, after 20 years.

Andrew Phillips, professor of epidemiology at the UK-based Royal Free & University College Medical School and lead author of the study, says the findings shouldn’t dissuade people from relying on viral-load monitoring.

“I certainly wouldn’t want to inhibit the roll-out of viral-load monitoring and the development of cheap and robust tests that don’t rely heavily on infrastructure or highly skilled laboratory staff,” he told SciDev.Net.

But, he says, that shouldn’t be done at the cost of getting ARVs to everyone who needs them.

“The issue of whether to use viral-load monitoring or not pales into insignificance when dealing with whether you’ve actually got everyone who needs ARVs on therapy. Having drugs without viral-load monitoring is a lot better than not having drugs.”

Alfred Hsing, a US martial artist with Chinese origins, besides having a long history of martial arts training in various styles, such as traditional kung fu, tae kwon do and karate, considers wushu – an athletic sport based on Chinese martial arts – as a form of art that pushes one’s physical limits and stimulates the mind at the same time. After having won the gold medal at the 10th World Wushu Championships, he became international movie star Jet Li’s personal assistant and went on to do stunts, action choreography, and land roles in movies.

Yesterday, an all-women crew ran the Mysuru–Bengaluru Tippu Express in the Indian state of Karnataka. The state-run Indian Railways launched this event ahead of International Women’s Day, for promoting gender equality at work places.

B Shiva Parvathi was running the train as loco pilot (locomotive pilot), and 22-year-old Rangoli Patil was her loco co-pilot. The train left Mysore Junction railway station at 11:30 am IST (0600 UTC), covering a distance of 139km to reach KSR Bangalore station. The train had banners on it which mentioned “International Women’s Day Celebration”.

Speaking to newspaper Star of Mysore, B Shiva Parvathi said, “It is a proud moment for me to be steering this train today along with my Loco Pilot Rangoli and the all-women staff”. Mysore Divisional Railway Manager Aparna Garg told Wikinews only 10% of the employees in the Mysore Division were women, which constitutes about 650 female employees.

Mysore district comes under the South West Railway (SWR) branch of the Indian Railway. Mysore Division of the SWR celebration of the Women’s day started on March 1, and is planned till March 10. Various activities are being conducted in this period, including health check-ups, yoga, sports competition and trekking, newspaper The Hindu reported.

“The theme ‘Equal for All’ is an effort of the Railways to promote more women workforce and empower them. Women of today are no less to any men, be it in any field. I hope through such initiatives, more number of women are motivated to take up jobs in their respective fields of interest”, Garg told Star of Mysore.

Campaigners angry at new British police tracking system

Civil liberties campaigners have reacted angrily to the announcement that the largest police force in Britain has purchased a revolutionary computer system which will allow them to track everything a person does online in a three-dimensional graphic. The Metropolitan Police service, responsible for policing London, announced the purchase of Geotime, a computer program which can correlate information from satellites, mobile phones, social networking websites, IP logs and financial transactions. The software is already used by the U.S. military.

This latest tool could also be used in a wholly invasive way and could fly in the face of the role of the police to facilitate rather than impede the activities of democratic protesters.

Lawyers and campaigners have questioned whether innocent individuals may be tracked by the software, likened to a computer program in the science fiction film Minority Report. Sarah McSherry, a lawyer representing a number of protesters, raised fears officers could breach data protection laws by tracking innocent protesters, endangering the democratic rights of demonstrators. “We have already seen the utilisation of a number of tactics which infringe the right to peaceful protest, privacy and freedom of expression, assembly and movement. All of these have a chilling effect on participation in peaceful protest,” she said. “This latest tool could also be used in a wholly invasive way and could fly in the face of the role of the police to facilitate rather than impede the activities of democratic protesters.”

Geotime correlates information from numerous sources allowing intelligence officers to view effectively every online move made by individuals, and its website says it can link one suspect to others. The computer software can reportedly create links between people and reveal relationships and private communications, disclosing “temporal patterns and behaviours.” A product director at the parent company, Oculus, said the program is available to purchase commercially.

A number of academics and intelligence experts have said the program could lead to more convictions in terrorism and organised crime investigations, with one professor describing its use as “absolutely right.” In contrast, an official at Privacy International called on police to explain how the software would be used. “Once millions and millions of pieces of microdata are aggregated, you end up with this very high-resolution picture of somebody, and this is effectively what they are doing here,” he said. “We shouldn’t be tracked and traced and have pictures built by our own government and police for the benefit of commercial gain.”

Data protection in Britain has become a major issue among public debate in recent years. The most recent controversy to emerge came last week after an elderly man with no criminal record was given permission to take senior officers who systematically recorded details of his attendance at peaceful protests to the High Court. The Metropolitan Police have not yet confirmed how the computer system will be used, but they are researching numerous possibilities; a spokesperson said they were still assessing whether they would permanently use the technology but declined to confirm how much it cost.

Highway bridge in Minneapolis, Minnesota, collapses

The Interstate 35W Mississippi River eight-lane bridge in Minneapolis, Minnesota has collapsed on both sides of the highway over the Mississippi River during rush hour.

Previous reports indicated at least nine people had died, but Minneapolis police revised this to four during a 7:30 a.m. (local time) press conference. Tim Dolan, the Minneapolis Police Chief later stated that “several [adding to the four] people are confirmed dead at the scene,” but would not elaborate on how many. At least 79 have been injured and at least 8 are still missing, still believed to be in the rubble.

The road was busy with bumper-to-bumper traffic in four lanes when the entire 1907 foot (581 m) steel arch bridge collapsed. At least 50 cars were traveling on the bridge, including a school bus. The Red Cross said that 60 children were aboard a school bus, and that ten of those were admitted to a hospital.

The entire length of the bridge over the river collapsed at 6:05 p.m. CDT (UTC-5). The bridge, built in 1967, cleared the water level by 64 feet; the deck surface and pavement were considerably higher.

Reports say that people may be trapped in the water. Further, “many voids may contain survivors, but we cannot search those voids until it’s safe,” said Jim Clack, Minneapolis Fire Chief, during a press conference.

“One has died from drowning,” said a doctor from the medical center during an 8:00 pm press conference, who also said that so far 22 are in “yellow condition” and at least six are in “critical condition.”

Minneapolis officials have stated during an earlier press conference that “people are being sent downtown and all survivors are off the bridge. We are seeking help from the Red Cross.” and “[…]at least 60 children are receiving trauma care some with severe injures, some with minor injuries.”

Most of the injured have been received by Hennepin County Medical Center in downtown Minneapolis for medical treatment. Area hospitals are requesting all off duty staff and all Minneapolis ambulances to report. Residents are being encouraged to stay away from the area to let emergency crews do their work.

It is not known what caused the collapse, but there was construction being performed on the bridge’s road surface which included the use of jackhammers and the FBI has ruled out terrorism.

“Although it is much too early to make any determination of the cause, we have no reason at this time to believe there is any nexus to terrorism,” said Paul McCabe, an FBI spokesman.

In 2001 a stress inspection was done and Minnesota Department of Transportation stated that the bridge “should not have any problems with fatigue cracking in the foreseeable future.”

Typically an eight-lane bridge, the bridge was reduced to four lanes (two in each direction) during the current construction. The Minnesota Department of Transportation (Mn/DOT) had just announced overnight lane reductions on the bridge to one lane in each direction for the late evening hours of July 31 and August 1.
