California governor signs new state budget, eligible Californians to get stimulus payments

On Monday night, governor of the U.S. state of California Gavin Newsom signed a new US$262.6 billion budget bill for the state into law, with US$8.1 billion reserved for US$600 direct stimulus payments to Californians to aid in California’s recovery from the COVID-19 pandemic. The bill for the budget, SB 129, and the bill for the stimulus payments, SB 139, both passed both houses of the California Legislature for this fiscial year.

The payments, dubbed the Golden State Stimulus II, are set to be paid out to eligible California taxpaying residents beginning in September. To be eligible, residents must have filed a state tax return for last year, not be someone’s dependent, and must have earned no more than US$75 thousand in wages last year.

Eligible Californians would get a one-time payment of US$600, and households with dependents would receive an additional US$500. Around two-thirds of Californians are expected to get a stimulus payment, according to the governor’s office. Newsom initially proposed the payments in May to aid the state’s economic recovery, as part of his “California Comeback Plan”.

Californians who already received a stimulus payment earlier in the year are not eligible for this second payment. An additional payment of US$500 is still available for those who claimed dependents on their returns.

The budget also provides for US$5.2 billion in renters’ aid for low-income residents and landlords, which would pay for all rent left unpaid during the COVID-19 crisis, and cover rent for several coming months. Overdue water and utility payments would also be covered by US$2 billion in funding.

An additional US$1.5 billion was for grant money intended for small businesses, with US$120 million in tax credits for businesses willing to relocate to California.

California had a budget surplus of nearly US$76 billion during the COVID-19 pandemic.

In signing SB 129, Newsom line-item vetoed Section 19.55 of the bill concerning US$2.58 billion in appropriations to various funds “on a technical basis”, citing in an explanation appropriations covered under the section were superseded by the budget. In California, a governor may approve a bill passed by the Legislature with specific items related to the budget rejected. The Legislature can override this line-item veto with a two-thirds vote of both the Assembly and the Senate.

Minnesota to require 25% renewable energy production

Governor Tim Pawlenty of Minnesota signed a bill into law on Thursday that requires the state to generate a significant amount of its energy needs from renewable sources.

The amount of power generated by wind turbines in the state stands now at 895 megawatts. An additional 5,000 megawatts of energy from renewable sources will need to be added to Minnesota’s electricity resources, which is roughly eight times more than the amount that currently comes from renewables.

The bill signed by the Governor requires energy companies to provide 25 percent of power from renewable sources by 2025.

Xcel Energy, which supplies approximately half of the electricity in the state, is required to provide 30 percent from renewable sources by 2020.

Car bombing kills Yemen government official; ISIS claims responsibility

Yesterday, at least seven people including Aden, Yemen governor Jaafar Mohammed Saad died in a car bomb attack on their convoy in the city of Aden, according to local officials. An online claim of responsibility on behalf of militant group ISIS called Saad a “tyrant”.

An online post purportedly from the group claimed they detonated the bomb as Saad’s convoy passed where the car was parked. The post shared photos purporting to show Saad’s vehicle passing the parked car, and the following explosion.

People as much as 10km away reported hearing the explosion, and medics said it left victims’ bodies unrecognizable. Photos supposedly of the attack showed a burning, wrecked car. Aden’s Jumhoriya Hospital treated the victims.

The online statement threatened to “chop off” the “rotten heads” of Yemen’s “infidels”, and said more attacks are coming.

Iran-backed Houthi rebels, who follow Shia Islam, have taken over Yemen’s capital of Sanaa. Until just recently, President Abed Rabbo Mansour Hadi’s government operated for several months in Saudi Arabia, which has led a coalition involving air strikes against the rebels.

Yemeni fatalities in ISIS-claimed bombings this year number reportedly around 159. Yemeni fatalities since March, when Saudi Arabia’s pro-Hadi airstrikes began, number at least 5,700 according to the United Nations.

Persons become addicted to alcohol and unnecessary intoxications which ruin their families, their own lives and the lives of their family members as well. The basic problem associated with gambling is that it is a situation wherein a person cant help betting more and more money hoping to win more than what is risked. In his hope and urge to win more and more, the person fails to realize that he will have to gamble at the cost of all his possessions whether living or non-living. People commit theft and robbery for paying off debts and are more inclined towards alleged doings. Gambling pollutes moral values like discipline, hard work, truth, faith in God and demoralizes our ethics. It demotivates a person from doing labor and enjoying its sweet fruit as these days gambling has become a short and sweet mode of earning a living easily provided to make fortune for you. It enhances evils like greediness and selfishness. The gambler thinks only about him and of making more wealth and does not care for general welfare. It is an open invitation to corruption in the society. Hence, the process of eliminating the same should be at work at a greater speed.
