Vestas delays closure of Newport plant

Vestas Wind Systems, whose closing wind turbine blade manufacturing centre in Newport, Isle of Wight, England remains the site of a occupation now in its 11th day, has suddenly announced that the consultation period preceding the closure of the plant has been extended, and that the plant will remain open until mid-August.

The announcement, which was reported not by Vestas but by the RMT, was described by RMT General Secretary Bob Crow as “another significant milestone in the fight to save the factory and 625 skilled manufacturing jobs in green energy.” The plant had been due to close today.

News of the delay comes hours after confused reports that Vestas was withholding redundancy payment for at least 525 of the workers whose jobs were lost. According to a report by the local newspaper the Isle of Wight County Press, cheques which employees had been expecting today did not arrive; instead, workers who contacted Vestas management were told they would not receive payment until an interview process had been completed, and that if they began new jobs before the interview process was over they would not receive their money. However, according to Ventnorblog, a local Isle of Wight blog which has been following the Vestas closure closely, the layoff process was being delayed because a majority of the Vestas employees were refusing to agree to the management’s redundancy plan.

The delay of the closure allows more time for the negotiation of potential solutions for the Newport plant to remain open. The Vestas occupiers and labour groups continue to favour nationalisation of the plant, with Socialist Party spokesman Nick Chaffey saying:

The courageous stand of the Vestas occupation and the huge support that stands alongside it from Vestas workers and beyond has rocked management and the government. With the vital support of the RMT and wider support from the trade union movement including PCS, POA and FBU, the workers’ demand for nationalisation is the only way to resolve this crisis.

In addition to the Vestas occupiers’ proposal that the factory be nationalised, Caroline Lucas, the MEP for South East England and a member of the Green Party, has proposed that Vestas employees should form a workers’ co-operative with government aid in order to keep the plant running. The Tory-dominated Isle of Wight Council has unanimously endorsed a resolution saying that the plant should stay open, and has called for new investors to take the Vestas plant over, as was done at a smaller Vestas plant in Scotland recently.

The news of the delay comes as workers at the plant accused Vestas management of harassing the families of the 24 remaining occupiers of the plant. Families of some occupiers were served with legal papers at their homes. One of the occupiers, Luke Paxton, left the factory on Thursday night in order to be re-united with his family; Paxton was checked for malnutrition and low blood sugar by paramedics but was not hospitalized, instead opting to go home. Paxton complained that Vestas management, while now providing hot food to the occupiers, were still under-feeding them; the RMT, which is providing legal aid to the Vestas workers, has accused Vestas management of violating the Human Rights Act by attempting to “starve the workers at Vestas into submission”.

Protesters in fancy dress were successful in sending food into the plant yesterday. Protesters dressed as a fantasy wizard and can-can dancers distracted police and company security guarding the fence which has been erected around the site while other protesters flung a bag of food and an electric kettle onto the balcony outside the office which has served as the occupiers’ home base inside the factory. No arrests were made but the protesters were removed from the factory grounds.

Requests for comment from Vestas management received no reply.

Bush uses his first veto ever on stem cell bill

U.S. President George W. Bush has used the first veto of his presidency on a bill for federal funding of scientific research which uses embryonic stem cells. The bill aimed to increase the number of stem cells lines in federally funded science. Despite the veto, the destruction of embryos to extract stem cells will still take place in scientific research; the research will simply not be funded by the federal government. It is illegal in the United States to create (through conception) embryos for the purpose of scientific research.

The bill had passed in the Senate 63-37, four votes short of a 2/3 majority needed to override the President’s veto. The bill will go back to the House and Senate.

Bush had previously announced that he would veto this bill.

Bush described it as a step that would cross a “moral line”. “This bill would support the taking of innocent human life,” Mr. Bush said at the White House while surrounded by parents and children that were born as part of an embryo-adoption programme. “Each of these human embryos is a unique human life with inherent dignity and matchless value. These boys and girls are not spare parts.”

Nancy Pelosi, House minority leader, said “the veto amounted to saying ‘no’ to hope. It is up to members of Congress to represent their constituents and vote to override the veto.”

Many high-profile organizations — such as the Christopher Reeve Foundation and the Michael J. Fox Foundation for Parkinson’s Research — were actively advocating the passage of the bill.

China has extensive plans for space exploration

China is developing and enacting a long term space program aimed at cultivating and proving the country’s scientific abilities. The project is heavily research based and includes plans extensive manned missions and a modular space station. However the ultimate goal is lunar based.

The Chinese hope to develop its own pollution free fuels that may be used in high capacity rockets that may be able to launch upwards of 25 tons into space. The program has plans for a moon based astronomical telescope and extensive research of the moon’s geology. Ouyang Ziyuan, who heads the moon research program, has explained one particular interest is the helium-3 isotope. Helium-3 is thought to have great capacity for a reliable, non-polluting fuel source.

Their recent Shenzhou 6 mission sent two astronauts into orbit for 5 days. The Shenzhou 7 mission expects to launch three astronauts into space in 2007. Subsequent missions include plans for launching parts of their space station and eventually. The Chinese intend to man their orbiting space station with Shenzhou 10. By 2006 the Chinese hope to launch the Chang’e 1 lunar orbiter which is designed around a Chinese commercial satellite. They intend to follow up with landlers and sample collection as early as 2017.

Started in 1992, the Chinese space program has made rapid progress. Shenzhou 6 was their second manned mission and cost China roughly 110 million, quite inexpensive when compared to the space missions of other countries. The programs extensive plans hint that now, more than ever, the program’s progress is heavily dependent on funding. In 2004 the Chinese budget was 1.8 billion, almost a 30% less than in 1999 and tiny compared to NASA’s spending potential, upped to 16.5 billion for 2006. The space program realizes that it must fit into the country’s grander scheme.

Hu Shixiang, deputy commander in chief of China’s manned space program told CNN that the Chinese are not competing with other countries in their space research, denying any comparison to the Cold War space race. He said China is willing to put for international cooperation in their space research.

Rail services between Melbourne and Adelaide in Australia are expected to be disrupted until early next week following a fatal crash between a truck and freight train in Lismore, Victoria 170 Km (105 miles) South-West of Melbourne.

The B-Double truck hit the side of a 1,375 metre long freight train at a level crossing at 7:13 a.m. AEST on Thursday in heavy fog, derailing two locomotives and 44 goods wagons. Victorian police said that the truck had been wedged beneath the wreckage of the train.

The driver of the truck, thought to be a 34-year-old man from Wedderburn in Victoria’s North-West died in the crash. The train driver and an observer escaped uninjured. Police said it could take a number of days to retrieve the truck driver’s body. “It could possibly take days to retrieve the body” a Victorian police spokesperson said.

Great Southern Railways, which operates “The Overland” passenger train service between Melbourne and Adelaide said it expected rail services to be disrupted up until early next week. The company will transfer passengers to bus services or allow them to claim a full refund.

The crash will also disrupt freight services between Melbourne and Adelaide.

Local residents and the Victorian opposition are blaming the crash on the level crossing itself, which has no booms, lights or bells.

Rob Dennis, a local resident said the level crossing is the cause of the crash, as it is not fitted with boom gates or flashing lights.

“And it’s a blind turn for anything in a large vehicle,” he said.

Terry Mulder, the opposition’s transport spokesperson said the Bracks Government should have spent part of the $750 million allocated to fast rail projects to upgrading level crossings in Victoria.

“The State Labor Government has wasted $750 million on fast rail projects,” Mr Mulder said.

Mr Mulder said that Victoria has 2,274 level crossings, 1,468 which have no warning systems in place.

Landmine blast in Chattisgarh, India kills eight

Suspected Maoist guerrillas killed eight Central Reserve Police Force (CRPF) jawans in Chattisgarh, India yesterday, blowing up a bullet-proof police patrol in the Bijapur district of the state. It was the first major attack by Maoists in the area since 76 people were killed in an ambush incident at Dantewada.

The naxalites detonated an improvised explosive device near Pedakodepal village, located on National Highway 16 in Bijapur, then opened fire at security men, confirmed by the Director General of Police of Chattisgarh. The driver of the vehicle was also killed in the incident. One jawan was severely wounded and another missing, he added. The injured are being treated in a Jagdalpur hospital.

“It appears that the security personnel ignored the instruction not to travel in any kind of vehicle in the naxal-infested areas,” Home Minister of Chattisgarh Nankiram Kanwar said. “The Maoists appear to be working with a better intelligence network and the forces need to be more alert.”

An American inventor has patented a pair of new time formats with a footprint less than 50% of that of conventional four-digit time. The more unusual of the two new formats, called “TWELV”, dispenses with numerals altogether. In place of clock hands or digits, the new clock uses color to convey the hour and a moon image to convey the minute, which moon slowly grows throughout the course of an hour from a narrow crescent to a full-fledged circle.

The second and more approachable of the new formats retains numerical digits to indicate the minute but uses colors to convey the hour.

Early critics question whether the aesthetic benefits of the moon-clock will be sufficient to encourage users to learn the color-based time-telling system.
